When the mother of the twins went into labor, she was travelling by boat. The older twin, Paul, was born first, barely on March 1st. The boat then crossed a time zone, and the younger twin was born on February the 28th. In a leap year the younger twin celebrates his birthday two days before his older brother.

Peter was born 15 mins later than his older twin (so effectively a day later) and peter is right now in australia while his brother is in the US or canada.. so effectively more than 24 hrs difference?
Moreover Peter couldve been born on 1st March while his bro was born on 28th Feb?

The birth could have happen in a leap year..... for example.....
Peter was born in the nightof the 28th of Feb!
Paul was born in the morning of the 1st of March!
The following years there is a 29th of Feb!
