Paint.NET v.7 users?

Is there a tool you can use to change eye color on a photo, say from brown eyes to blue eyes?

If there is a selection tool, you can select the specific area, then change the hue until the desired effect is attained.

Yes use Adobe CS2 with red eye remove brush
