California has a kindergarten cut off date of Dec 3. My daugther's birthday is Dec 6, and has been in pre-K for 2 years. She is more than ready, but she is 3 days from the cut off.

As others have said, there has to be some sort of cutoff date. And if an exception is made in one case, it has to be made in others, so school districts are very hesitant to make exceptions. No exceptions were ever made where I worked.

Look at it this way .... when your daughter is 17 and about to finish high school, you may be quite happy for her to be at home for an extra year. There is no need to be in a hurry for her to start school. Those years of childhood and adolescence will be finished all too quickly. Find extra ways to stimulate her at home or in other ways for the year and enjoy her as a preschooler a little longer.

You can enroll her in Kindergarten, but have to pay tuition. In my state, NM, it's partial-cost tuition, about $3400 for the year.

There's nothing you can do about it quickly... the start date is based on your state's LAWS, not school district policy.

The state legislature people will respond with "there has to be a cutoff date at some point," if you try to challenge.

There's not a damned thing you can do. Just enroll her in a private school for Kindergarten and then next year put her in public 1st grade.

Have her screened and documented. Then address the school board with the issue.
