im not a mother but i am a father and i would have to say it depends on where they were making out...out in public no that's just wrong have some self respect and respect for other around....if in the house outside the House i wouldn't' mind...kids are going to do it either way.....even if you punish her she is still going to make out..and it might even make her more made and what to do something else.....age is just a number you all have to stop focusing on that....

It's not that big of a deal, and is commonplace these days. I'd be a bit alarmed because I'd be afraid if she's done anything farther than that.
I'd sit down and talk with her and let her know that I am not mad at her, but I am worried if she takes it any farther than making out. I'd make sure that she knows all the facts about pregnancy, STDs and birth control and encourage her to wait until later to have sex.

Time to make sure that she knows all about sex, pregnancy, std's, peer pressure, rape and birth control. Set firm limits for what you do NOT want her to do, and explain the reasons for those limits. Also assure her that she can, at any time, come to you for open and honest discussion without fear. If she does slip up once, remain calm and go over the rules and consequences again. Stick with those consequences tooth and nail. Do NOT overreact or yell, as this will drive her to do exactly what you don't want her to.

If it is just kissing, and you are positive that is all they are doing, I would just sit her down and have the sex "talk". Making out to me would be up the shirt and the such, but just kissing not to much to worry about right now. But it is better to be on the safe side, thats why the sex "talk". Good luck.

As long as you have told her about the birds and the bees, live and let live.
