make friends with people that speak English well/ fluently , get some tapes/ books on English as a language and practice practice! good luck!

Best thing to do is meet a lot of people who speak English. It's a language that you can learn inside and out but won't speak very comprehensively unless you sit next to someone, who's spoken it their entire life, and have a conversation.
People in Japan, who're studying English, walked up to me and opened conversations to practice English, it's the easiest way and don't be afraid to ask a lot of questions.

Well I can say with my endeavors to speak foreign languages, I have picked up a few tips. It's best to try to speak with people that ONLY speak English and NOT you're native language, FORCING you to use that language versus being able to switch back to your native tongue. To improve on your vocabulary, watch American movies with subtitles in your native language. Notice the new words and write them down. If you hear a word you're unfamiliar with, write it down and look it up later. Same with road signs and other advertisements, etc. Try thinking to yourself in English instead of your native tongue, when you can't express what you wan't to say in English, look up the different words you would need to do so.

Like in any language practice is the key.
I already know English since it was taught to us since childhood. Right now, I am learnig Japanese. To do so, I practice everyday not only by speaking the words and phrases but also in writing (Japanese text).
Write your sentences and speak them out.

yeas i had haven many engrish klases at my locally comunist colleage. lick me you mist try virry harder and it is very i am sure after 3 yeers like me you good very at engrish.
I hav been just given a jobs at the post orfice local.. sooner i will be walking for the president USA job.

well, are you trying to learn to speak english better, or are you trying to read it better? or do you want a bigger vocabulary? i would suggest reading poetry... that will probably help a lot!
