Try spraying citronella around . You'll need to remove the odor first to stop them coming back there so wash everything down in enzyme laundry powder to break up the proteins, then use bleach and finally use some diluted vinegar. Spray with the citrus smelling spray regularly and they should stop coming back.

there is this stuff at lowes that is a dog and cat repellant. it's located on the chemical aisle. i've heard that it works well at repelling unwanted animals from where ever you need to keep them from. it's not very expensive either. if there's not a lowes in your area, then you should be able to get it at walmart or a pet store.

I WOULD START BY CALLING THE HUMANE SOCIETY AND HAVING THEM PICK THE DOGS UP. I HAVE NEVER HEARD OF SUCH A SPRAY. BUT WHEN I WANT MY DOGS TO LEAVE THE GARBAGE ALONE, I USE HORSE FLY SPRAY. BRONCO WORKS THE BEST, YOU CAN FIND IT AT AN FEED STORE.
GOOD LUCK
