I was watching the tv show The Shield and in the show the officers refer to their PBA reps. It seems that they are legal counsil appointed by the department. Is there a such thing in real life?

Yes,it's the Police Benevolent Association. (the police depts union) Upper management is usually not covered by this "bargaining unit"Chief/Dep Chief/Sheriff etc etc.The PBA represents the officers that work for that pd.The union does furnish a Lawyer when necessary or the pba rep could handle the situation if it's not that serious.I was a PBA president for 7 yrs. the PBA negotiates the contracts w/ the municipality and deal w/ various grievances that arise w/in the dept. PBA's do not typically represent any PO in any criminal case,the officer must pay for that.They are there mostly to see that the contract , SOP's and rules/regs are enforced equally and fairly.

Each department probably calls them something different, but it is basically the police officer union representative or attorney. Pretty much all unions have staff attorneys to be used by the members. The TV loves NYPD type shows and that term you described comes from them (like a previous answer stated, Police Benevolent Association).
