Ahh...This is one of my biggest pet peeves. The complete lack of regard for their childrens safety...my children get on my nerves just like everyone elses children do to them but I'll be damned if they are out playing where i can't see them. If something ever happened to them and i wasn't watching i would never be able to forgive myself. I also cannot stand mothers with "baby dumping syndrome" you know the ones that'll pawn their kids off on to anyone who'll watch them. they are too self involved to care about anything other than their boyfriend, drugs, drinking etc.
They should have thought a little more about how demanding small children are b4 they opened their legs. My best advice would be an anonymus call to child services....theyd never know it was you

I lived in a town of 400 or so in Eastern MT where the local children were allowed to stay out all night and then slept through school the next day. The parents then blamed the school for not teaching their kids to read and write.
Do your best to move when you can and be a good parent to your own kids. If they are disturbing the peace, call the cops. That's all you can do. Raising cain with the neighbors won't do anything to help.

I know the feeling sometimes on my way home at 1 A.M. there are small children about 3 or 4 years old playing outside!! Sometimes parents are too busy with their own lives to care, as long as the children are not bothering them then they can do what they want. I think children should have some sort of structure in their lives. Hopefully school can provide it for them and the parents will eventually learn.

The parents put their kids outside to get them out of the way. Out of the way of what? Your guess is as good as mine.
They probably figure that the "neighborhood watch" will keep an eye on them. But don't you dare yell at them for doing anything wrong because that's when the parents will come out and tell you not to disrespect their kids. Call the cops.

I hate that!!! I have the same problem where I live! I can't even watch my own T.V. sometimes because I can't hear the darn thing! I just close my windows and if it's hot, turn on the A/C. I'll be deader than a doornail before I let MY child stay out that late unsupervised!!! Before I even had my baby, I knew that it was unsafe to let young children out to play at any time of day unsupervised!!!

I know exactly what you mean! I've lived many a places, and Ive seen it all! Even young kids pushing thier baby sibling around on the dark unsafe, loud music playing, crazy streets of NY at 1100 and later! What the heck! It stirs my heart as well. I feel bad for the kids. They have no idea....

'Course not, same as the 3 year old that is outside of my place everyday without supervision. Or the 4 year old carting his little 1 year old brother around in a stroller without the parents in sight. You could call children's services when you move, that may help.

SAD THING IS THESE PEOPLE HAVE NO RIGHT EVEN BEING A PARENT. NO GREATER GIFT IN THE WORLD THAN HAVING A HEALTHY CHILD--BUT THEY ARE PROBABLY TO SELF-INVOLVED EVEN TO NOTICE WHAT TIME IT IS. THIS AMAZING THAT YOU NEED A LICENCE TO DRIVE, TO GO FISHING OR HUNTING, BUT ANY YAHOO CAN HAVE KIDS
