No but here are two possibilities. First, tumors can take over healthy tissue.

Alternatively, pleural effusion can happen. Normally, fluid washes across the lungs and keeps them lubricated. When cancer cells occur in the fluid, the fluid might begin to build up. No, however this can happen due to the tar in smoke, however I would think that by this time, the person would be dead or severely unable to breath well.
