You mean darker than usual? If they're not getting enough oxygen, their lips will turn sort of a blueish color. If they've changed color suddenly, check to see that they're breathing normally.

Otherwise, if you're talking about since birth, then what everybody else said. Genetics, skin tone takes time to develop... blah, blah, blah.

it's called genetics. this happens more in newborns where a baby is born and over a few days the african american american baby is born white the gentetics cause the baby to become darker within time. This is very normal and definitely the "norm" what is your concern exactly?

because babys compexions and skin tones change as they age, so your baby's lips may get lighter or darker, same with the hair, eye color, and skin complexion. How old is your baby? My son had brown hair when he was born, and now he is a blonde 3 year old, the only blond in our family, which consists of all dark haired olive skinned arabs. Hope this helps.

Pigmentation of the skin takes time to develop. There are plenty of "white" babies born to dark skinned parents--skin color, like everything else about a baby takes time to develop. It's perfectly normal. If you are really concerned about it, take your child to the doctor and ask.
