Well obviously at first they could have things come up and have a real reason for canceling your plans. But if this continues to be the problem then you would start to think this person really doesn't want to spend time with you. Address the issue with the person. If you really care about this person, then it would be worth to you to ask. If not, stop making plans with this person and move on. It's annoying to be put off, cancelled, or otherwide ignored or neglected. I think it's time to move on. This behavior obviously is hurtful and not at all good for you and your self esteem.

It means that although they may like you, they are more concerned with their own life than keeping their commitments. If you want to make plans with them again, go ahead, but do so knowing that they will most likely cancel, and that you should have some kind of back up plans.
Better yet, live your life without them. Pretty soon they will start to wonder why you aren't making plans with them anymore, and they will either try to make plans with you, or go about their own life.
Either way, just do what you enjoy, and don't plan around the plan breaker.

it could either mean two things...
1. They come up with that excuse because they may not be into you as you are into them and try everything in the book to get rid of you...
OR...
2. They are probably REEEAAALLLYYY important people and everytime they have dates they cancel cause of the "office"..or work
but come on man, do u reallly think anyone is gonna buy no. 2?...not if you're lacking a brain..right?...no. 1 sounds more realistic eh?...you know what to do right buddy?...best of luck..

they either have something better to do than be with you or they are not iterested in you so what you got to do is find out what causes this to happen and then try to solve this by being more supportive and letting the person know that when you have plans you suppose to be their and tell them how much it will mean to you if he would pitch up when he says he will

I had one of those. he would make the plans for us and then would cancel or say "next week" and it never came....
just answer his/her calls "later."
They are not interested. It they were, they wouldn't be doing that so often.

Give them the benefit of the doubt - just simply ask them. Maybe they are really not aware of doing this. You'll soon know by the answer.

It means that you're not on their A-List, and they're inconsiderate for stringing you along. Sever the friendship.
