What you do is ask Tri-Care for authorization for an Off-Base/Post appointment and if they refuse threaten to report them to the Inspector General that usually causes Military Administration to oblige your request.
If that fails write your congressmen, it has worked for me in the Past.

As a medical person. Military Dr's aren't generally any better or worse than civilian. I should know I've worked with many of them. If you don't trust your doc, get a new one. I've seen some pretty dumb*** civilian ones.
Many physicians feel the same way. People come in asking for drugs by name. It gets a little tiring after a while and they start giving out meds. I hope that trend decreases for all our sakes.

You are allowed to ask for second opinions. And, depending on where you live or are stationed, as in Ft. Carson, and the Colorado Springs area, the military there used to be allowed to use local doctors. Check it out.

Well, theres no cheap answer (if i go by my husband's stories about the international military).
You're probably going to have to do all out-of-pocket paying for private care. Sorry I couldn't be more of help!

The best way is to pay for it yourself. Go to a private physician. You are responsible for your health care. The government will provide care for you to a certain point. Once your needs go beyond that point, you need to go forward on your own.

go to a civilian hospital. i dont live on base yet and my kids and i go to civilian hospitals. the 80/20 pay aplies, but if its something serious, im sure you wont mind paying a little bit to find out if the military hospital is correct

tricare sucks!!!!!!!!! you have to switch pcm's or get a referal and they have to approve it. I hate tricare and they are the worst insurance i have ever had!
