I was told that Heathrow Airport in London is the busiest in the world, with planes lining up to land and take-off.

LA, Atlanta, Chicago, Dallas, and New York are all very busy. The over all buissiest is Chicago O'Hare International. On some days in the summer when things get too crowded they actually cancel flights at random.

If your question about which city, then it is New York City, it is managing 3 airports (New York And New Jersey Port Authority), JFK, LaGuargia, Newark and all of them are intenrational. and even Bradley International Airport in the neighboring Connecticut also feed New York.
the reason is that O'Hare is equipped to handle more passengers, and it is regularly expanded and extended to cope up.
JFK is doing well to its extreme capacity, and there are restrictions to expand due to traffic control/congestion with the other adjacent airports, and also the huge cost that will incur.
