Cats' eyes glow-- and even more so-- for the same reason as dogs' eyes: special layers of cells on the retina called the tapetum lucidum. Many nocturnal creatures such as raccoons, 'possum, etc. have one-- but humans don't. This layer acts like a mirror to reflect light and allows animals to see more effectively in low light conditions. Dogs have a tapetum lucidum, which is why their eyes glow in reflected light, but a cat's is even more developed because they are more active in the evening. Dogs are generaly more active in the day, so they don't need as highly-developed light-gathering systems as cats. Usually, the more nocturnal the creature, the more developed the TL.

dogs and cats both have 10 times more light receptors (called rods) in their eyes then humans do. Because all of these rods are packed together so much more closely then in a human eye, dog's eyes and cat's eyes appear to glow.

because the light reflects off the light gathering rods in the back of the eye which dogs have a lot more than humans which gives them the ability to see in low light.

All of them should glow red, maybe it changes in iridescense when the dog moves. Its the blood in their eyes reflecting. Its the same reason why people have red eye in portraits.

they have something called the "tapetum" that reflects the light back. it helps them see in the dark. not sure why some are red and some are green... but I have noticed that my black dog has black matter (we call it "eye boogers") in his eyes in the morning and my red dog has red stuff in his eyes. I think it may have something to do with the pigment producing cells in their bodies. just a guess tho.
