Yes, of course. If they are full-time zombies, it is within their legal right to request health benefits. I would only suggest that cheap dental be offered to the zombies. Zombies eat a lot of brains and skull which can cause cavities. Thus, the cost to insure them for dental will go up.

I think its a little to late for that but if you want you might get way with selling metal plates to cover there head.
