You know that little rubber weatherseal that presses against the window on the outside of the car? Well if you know what I am talking about, I think if you stick a pebble down in there a bit then the next time the idiot lowers his window it'll shatter.
Or you can just throw a rock at it. It's safety glass but it'll break. Even easier if you use a brick.
If you want to make a statement though, use a rifle. =)
If you want to leave a lasting impression in the persons bank account, pour sugar in their gas tank. That will put carbon in their engine block...ruin the engine after awhile. It's really mean but really effective. You can also pour other things in there if you want. Use your imagination and a funnel to make it easier.

Get a spark plug. Break away the ceramic bit at the end (the white bit) throw away the spark plug but use the ceramic bit. Throw it as hard as you can at the centre of the window. this will completely shatter the glass and cause very little noise (just a crack sound) If done properly it should shatter the entire window and you should be able to push the pane out.

The best way to break somebodies car window is either by accident or with a hammer with a rag around it if you are helping them remove a cracked window or something like that.
Other than that you're just asking for trouble. A maglight, because smashing things is fun. Have also heard that if you suck on a Jolly Rancher then stick it to the window, it will melt in the sun and become affixed to the glass. They have to break the window to remove the candy.
