First of all, hard shelled seeds need scarification, meaning they need some of the coating to be eroded, so embryo can breake it and start life as a plant.
You can use sand paper until a part of the shell is almost gone, then plant it 3 times the girth length of seed into the soil and water it.

First soak the hard coated seeds in water.The seeds would absorb water and bulge and the seed coat would break open . Let the seed germinate and then plant it . Take good care of the sapling by pouring small quantities of water carefully.

Rub them very gently with a fine sandpaper...not the ends..but the sides of both seeds. You can buy tumblers for this with differing grades of sandpaper,if you want...Canna indica spp. were called Indian-shot by the British soldiers of the time of Clive etc...the seeds are either scarified by a coarse metal file or a mixture of diluted HCl..they are that hard and were used in cannons to fire upon the enemy.
