If "worst" means worst boxer, that honor would probably go to Primo Carnera. He was from Italy and was huge for his time, or any time at 6 foot 6 and about 270 pounds. Early on his record was padded against a lot of questionable opponents. He won the title against Jack Sharkey by knocking him out with a punch no one saw. When he had to fight someone with talent who wasn't bought off, Max Baer, he lost the title. To his credit, Carnera always did his best in the ring and was never onto what was going on.
If Carnera is the worst, I'd pick the guy he beat, Jack Sharkey, as the second worst. Sharkey won the title by disqualification when he fought Max Schmeling for the title that was vacant when Gene Tunney retired. Schmeling was disqualified for a low blow that was a questionable call. Sharkey then went on to lose the title to Carnera. Pretty shameful, although Sharkey was considered an excellent fighter on a good night.
Other bad heavyweight champions include: Michael Moorer, Buster Douglas, Leon Spinks and anyone who has pretended to be a heavyweight champion over the past ten years.

Hands down!Michael Moorer. What a joke. Moore was awarded the heavyweight title on two different occassions. The first time, against Real Deal. I didn't think he won the fight, especially after being put down in the second round of the fight. Not a great fight by either fighter, but, to be the champ you gotta beat the champ---Moorer came nowhere near beating the champ on that night. He still won by decision, though. Oddly enough in his first defense, an old fat man named George Foreman knocked his goat smellin' *** out and in the process ended his one fight reign as champ. Two years later in 1996 after George refused to fight a mandatory rematch in Germany with Axel Schulz, he was stripped of the IBF title. Moorer beat Schulz in a battle for the title, via split decision, and won the title, again. He fought a couple of scrubs, and then in late 1997, Evander would floor him 5 times before the doctor stopped the fight and take back what was rightfully his to begin with. Moorer, without a doubt is one of the worse heavy's of recent memory. He is certainly the WORST HEAVYWEIGHT CHAMP. His own trainers have jumped all over him during fights. His own trainers have jumped ship becuase of his poor outings, and, his lack of dedication. Most fighters who win a championship usually fight it out, and, show their fans, their opponents, and everyone else that they deserve the title, even if they really don't deserve it(the title). Michael Moorer has always been the biggest underachiever in the fight game, even as a champion, he was not very confident, nor, convincing. Simply put, he is the worst EVER.

Buster Douglas and the Spinks brothers. Hard to tell. Douglas was the real life "Rocky". A club fighter who has the fight of his life. He was never that good again. It's like a baseball fan coming out of the stands in the 7th game of the world series and going 4 for 4 with a walk-off grand slam homer run in the bottom of the ninth with two outs, down by three runs and a two strike count. That was Buster Douglas!!!!!

How is Buster Douglas the worst champ ever? Tyson wasn't the only heavyweight champ he beat: he also beat Oliver McCall, Trevor Berbick and Greg Page. Douglas never got 'lucky' against Tyson. He administered a painful lesson in basic boxing against a vastly overrated Tyson.

It's got to be John Ruiz. Hands down the worst heavyweight champ of all time. No one even comes close. He clinches for 10 rounds and fight for two rounds. His style is just boring and it's embarrasing the heavyweight division. His style works for him but the fans are the losers on this since they have to endure watching him fight a boring fight every single time. Good thing he's not a champ anymore.

James "Buster" Douglas. He just happened to get lucky and beat Tyson, who was on the verge of knocking him out, and was saved by the bell. Douglas even admitted in the post-fight press conference. He most likely beat Tyson, because he was the one fighter whose style confused Tyson. Douglas did not even defend his title, and has not been hear from since.
