I have to say i'm taking both sides on this particular question
On the one hand yes it is wrong for the mother to allow her kids to run around barefoot and w/o a shirt .. thereby (sp?) compromising personal hygene to other children there .. they might even touch their feet before touching food .. or worse touching their own feet before handing a toy over to another child .. passing on harmful germs ..
On the other hand .. the mother was at least the mother of the child no matter how poor had taken it to heart to let her kid enjoy a moment of a normal childhood before picking up her child .. now i'm not saying i'd know for sure whether they are poor or not as i don't believe i have the right to assume this .. but i can see her trying to give her children a chance to be happy .. there is a lesson learned from this too on her part .. that no matter how grim the situation might be .. whether finances or lifestyle .. she will always be the one to take control of her life and make it better
That's my two viewpoints :)

You're making a bid deal out of a kid being at Chuck E Cheese with out a shirt.. yet you let your kids run around Chuck E Cheese barefoot? There is a much greater chance your children would have stepped on something and cut their foot than the other kid getting hurt without a shirt on.. They should have not been let in to the place without shirts.. you know: no shirt no shoes no service.. oh wait.. NO SHOES.. NO SERVICE.. put your kids in shoes in public places before they get a nail stuck in their foot and end up with lock jaw!! The kid with no shirt wasn't hurting anyone..

first if they were outside i can see why the kid had no shirt on its hot boys and men always run around with out a top on as for barefoot that depends on the age at a publicplace they should wear shoes and shirt
second if there eating at chucky cheese there not poor that place is not cheap third your kid did not have shoeson either plus it's no ones place to judge another person and if the manager didnt care and the othere kids didnt care then who cares maybe the kid took it off it's hard to tell
any way it's no ones bussness so dont worry about it

Well, to be honest you were both wrong. What would you do if one of your children had a cut on their foot that got infected with some serious viral or bacterial infection? Or sliced open by glass or metal on the floor? I would rather see the children without a shirt then shoes. But I believe them both to be rude, unsafe, and disrespectful to other customers. There is actually a law against entering a place without shirt and shoes...it's there for your safety.. you should really follow it.

I think that no shoes and no shirt is wrong, it may be hot outside but CC's has A/C. Poor kids, did they look cold or uncomfortable? I would have asked the kids where their clothes are because some kids are funny and they take off their clothes.

Well you just said that your kids were also barefoot.
Anyway, they could have just come from the beach. They mightn't have much money and their only shirt was in the wash? Who knows. Were they happy? Did they look well treated? That's all that matters to me.

that is kinda neglecting a child, to not provide clothing for them. Especially in public. I do belive that parents should have the right to parent as they see fit, (within reason), but I wouldn't say that was in the best interest of the child.
