If you have that small a waist after gaining 10 pounds, your body was very thin to begin with.
If you have never been active before, your body doesn't have much muscle. That means any excess weight is fat. Even if you're thin, that extra fat adds up to a little pot belly, and love handles. Since muscle burns calories 24-7, less muscle means that any extra food you eat goes straight to your tummy.
If you don’t exercise already, just start by walking, running, or biking. Work up to 4-5 times a week for 30 minutes. That will build muscle, helping you burn fat all day long.
You should also keep a food diary. When you start, don't worry about counting fat or calories, just notice what you are eating. Just seeing it written down can be a surprise - you don't always notice how much you really eat, but you sure notice every pound when you wear those tight jeans. Watching what you eat helps you stay focused and eat healthier.

do some side sit ups and bend your legs at a 40 degree angle and lift you legs up at the same time your doing the side sit up( you can use your hand to help your self up just a little. If your going to try running or just walking and you plan on using wights make sure you only use 3lbs weights because any more than that can be bad for your back.

you can do crunches situps
look up some excersizes online
or workout dvds excpeically for abs
you wil lhave to cut back on
some of the fats sugars salt and sodas and stuff
so you dont bload and to get rid of the extra baggages
it will help you get a nice toned ab
try the abs excersize on the swiss balls
those work really well

don't work your waist out.
it's a myth that working out your waist reduces the waistline. Think about it like this... If you want smaller arms, are you going to work them out??? DUH!!!
Just restrict your diet. Look at my pics on 360, i never do ab exercises.

A sideways stretch where you lift 1 arm in the air and lean over to the opposite side , standingup . definately twisting. My mum has a swivel master, you stand on it and twist from side to side, get it from a sport shop. Sitting on the floor lifting your arm and leaning over to the side,also stretching your leg out lifting your arm and stretching to reach it. (crunches ,sit ups and sex are good for your stomach , not your waist).

jogging is best .. i could not fit my trousers then some one told me to do jogging i did that every morning for 4 months .. now i am fit
