In the Srimad-Bhagavatam there are many instances described in which Brahma goes to the shore of the ocean of milk on Svetadvipa with other demigods and prays for the Lord to come and put a stop to some demon or some evil going on in the universe.

One such time was when Lord Krsna Himself appeared just prior to this age of Kali, a little more than 5,000 years ago. The earth planet personified, Bhumi, came before Brahma and asked for his help because the earth was over-burdened with excess military forces. Simultaneously it was time for the Lord's incarnation in this universe so He appeared on this planet and substantially reduced the heavy burden of the earth by killing many millions of demonic people.

So Brahma is the agent of the Lord used to create a particular universe. But it is Vishnu who is the protector of the universe.
