He is a 1-year-old yorkie/lhasa apso who has his tongue out a lot. He is not panting when he does this...it's almost like he doesn't realize his tongue is out.

Oh it's a natural and normal thing. It is to help them cool down which makes them feel much more cooler and comfortable. So don't worry about his tongue sticking out all the time.
My dogs do that, too. So don't worry about it. That's how it is =).

dogs dont have sweat glands, in order for them to cool down they need to pant and stick their tongue out all the time.
