question: can i claim the damages from construction company?

Probably not. Hazards are to be expected in construction zones and a prudent driver would watch out for them. If it dropped off a construction vehicle directly in front of you because it wasn't properly secured, you MIGHT have a claim.
Go ahead and file a claim. The worst that can happen is that they'll deny it. You'll then have to decide if it's worth the hassle to try and pursue the case in court.
