If you think there's some real demand for it, go along and get some petitions signed. If you can get enough, all you have to do is find some investors willing to put some money into it. I mean, I'm agnostic, but if I had any real cash and was convinced that the demand existed, I'd glady help invest in a new KROQ station if I thought it would be profitable.
And if it's not profitable because it's all supposed to be charity, I think you answered your own question. Charity is nice, but people are mostly motivated by money. And that's not evil: if you make 100 dollars, that's 100 bucks you can give to the orphanage. Wait, then that's charity... huh. Well, you don't give charity until AFTER you've made a profit. You might consider getting some various wealthy individuals the idea of donating money to start a public service of Christian Rock station. It'd improve their image, let them help the world in their own way, and probably be a minor tax write off.
If it's something you and a lot of people really want, go for it: only through action will your dreams come true.

They've got a law against playing crap rock music. They're only allowed to play it if it's certified by the devil as listenable to, thank god.
Even jesus prefered to listen to country music than christian "rock".

Actually, there is. Tune in to 95.5, "the fish". Sometimes its just cheesy songs, but after ten its all the new artists, like TobyMac, Lifehouse, etc.

the fish IS too slow. In Portland we have Air 1 its chrisitan ROCK. i love it. try 102.7. i hope it works
