I cant wear the shirts I want., I have to wear t-shirts. I know that I need to excercise but is there something I can do just for the arms.

Arm circles! They really hurt, but do them! I started out with no weights in each arm and I now use 10 pounds on each side. Just turn your arms in circles, backwards and forwards for a few minutes each way. Also, lift up and down, again, a few minutes each way. This also works wonders on your thighs! I promise you'll begin to love them!

Use some weights (light and heavy) to do some bicep curls, and some tricep extensions. You can go to bodyforlife.com and look at their exercises to see how they're done, they have demo's!
Do three sets each. Start with the light, go heavier and then heavier again (whatever that is for you). Do this with the biceps and the triceps.

3-5 pound wieghts r perfect. my sister did it and it tighten her arms to look sexy!!!!!!!!!! just use them 2 a day and like in 2 days you'll see results but do it for like a month. u have to keep it up though. do jumping jacks with the weights in your hands.
