Damp becuase if it's too wet it wont absorb the deep conditioner and if it is dry it only absorbs so much.

Put it in your hair when it is wet and leave it in there for 3 - 5 minutes.

use it when your hair is wet to prevent getting the conditioner stuck in you hair if you put the conditioner in hair when it is dry

Shampoo your hair then apply the deep conditioner. You can either sit under a dryer or wrap it with plastic wrap and let it sit for awhile.

wet, and it is really helpful to leave it in for at least two min. it is also really good to use a leave in conditioner.
