It means the ignorant are in the dark without a glimmer of light to guide them. They don't even know enough to know they don't know.

It might mean that ignorance leaves people totally in the dark, without a way out, since the moon does give you some reflected light, and the stars have always been used for navigation.
It´s just a guess

I do not know the quote. It seems to suggest that being in ignorance is to be in the dark. Without the moon and stars the chances of getting light are slim, so you remain without knowldge/light.
