Beings as I live here I guess that makes me qualified to answer this.
Panama has Indians, Tan people, Dark People, White People, Chinos, you name it.
Mainly semi black to dark tan. Moreso on the dark tan side.

In a nut shell. A long time ago Slaves and panama natives started doing the dirty and created children that where both black and hispanics. They made up a lot of Panama.

Neither black nor hispanic is a very accurate discription. They can call themselves either or neither. Black used to be defined as at least 1/8 pure black but who knows now.
