Can someone tell me the best way to assist my friend in her desire to improve her life and the life of her little girl?

I don't want to insult you, but nless you have met her in person, assume its a scam. But if you are serious, she needs to apply to the the US embassy in Kiev for a Visa here is the link below and in the second link are people who got scammed.

A Dutch friend of mine has actually emigrated from Holland TO Ukraine to be with his Ukranian girlfriend ... he's having a blast there .. as far as I can tell from his emails, the quality of life there is great .. no hardship, plenty of jobs and plenty of stuff in the shops ... maybe one shouldn't assume that everybody over there is in need of "improvement"? Just asking ....

Go to the immigration web page, there are student visas, but I don't think they will let her bring her daughter. There is the lottery, there are work visas.

If she can walk, then she can get into the United States. Nothing else is required.

marry her this is the easiest way , because post 9/11 it has become to difficult to emigrate to USA, sorry mate but this is true , or ask you friend to either seek asylum or go to an american university

Check right now at vacation spots for work. Tell employers in these areas and they could recruit her. GL
