The cool way is to not tell her so openly. Just talk to her and observe. If she seems to be nice, get her phone number and call a few days later to make a date. Then, if she refuses and does not offer to make other arrangements, forget her and move on to the next one. Most of the time when girls give guys their numbers they have no intention of actually talking to them. So be patient and keep working! Good luck!

Seriously though, get to be friends with her, but remember, you have to be self confident. A guy who is timid runs the risk of either being rebuffed totally, or falling into the friend zone, which means that you are completely out of the question as far as she is concerned for being a boyfriend. The best way is just look for an oportunity to talk to her about a simple, everyday thing, from what book she is getting in the school library, to what she thinks about a class asignement (i'm assuming you are still in school with these sugestions). After you talk to her a few times, just ask her if she wants to go out some time, but don't put too much pressure on her. Let her understand that it's fine to take things slow. That will make her more comfortable with you.

The 'cool' way. Gosh this is so elementary. Anywho...if the girl likes you, anyway will be 'cool' to her. Unless you plan to go all out and spend major $$$, just simply telling her...maybe with a flower....is always 'cool'. Don't do it over the phone or online...I always think that in person is best. Spend some time with her and figure out what she likes.

Depends. If this is a long term thing, just tell her. If you are trying to ask her out, just ask her to go bowling or something, and let it blossom.

Be straight forward and ask her to go out with you sometimes and don't have some1 else do it for you cuz it will show how shy you are and it wont be any fun.
