i would say the best present to give to someone is something they would love.so i suggest you don't give away your surprise present but have a talk with him and find out what he likes.or maybe tip from his friends or relatives are helpful too.happy 21ST to your boyfriend and to you good luck.

Go have a nice picnic at night, eat out at a fancy restaurant. Light fireworks, just something in town to do at night!
