Well, depending upon where you live...
You have to apply for grants/applications through the state in which you live. Since you have "quotas" you probably won't be able to do it.
You would also need to pass inspections of all kinds including a background check.
So, I would say it's very hard. Since you have ulterior motives, I would quit right now and avoid the embarrassment of a local news station showing up and pushing a microphone in your face and asking you even more embarrassing questions.
