I wish there were more information put into this question because I believe this question could be taken in a few different ways.
Definition of Religion:
a. Belief in and reverence for a supernatural power or powers regarded as creator and governor of the universe.
b. A personal or institutionalized system grounded in such belief and worship.
The life or condition of a person in a religious order. A set of beliefs, values, and practices based on the teachings of a spiritual leader. A cause, principle, or activity pursued with zeal or conscientious devotion.
Jesus (some people worship him as god): This man was definitely religious because he preached about his father (God). There is an entire “Testament” and “Religion” based on those preaching. He had belief in and reverence for a supernatural power (his father). Therefore he was religious.
God/Allah: This man would not be religious because he would be the creator. In order to be considered religious you have to have belief in a supernatural power. Consequently, he knows all and created all, which means he would not have a belief in any supernatural power.

It depends on what you consider religion.
If religion is weather or not there should be a pope and weather or not you should go to church on Saturday or Sunday, then no, I don't think so.
Religion is usually the smaller aspects of a religion, when to worship and how to worship. True faith is the concrete things. What is right and wrong, and how to atone for the wrong that you have done. I think those things matter to God more than the day that people worship, or the minute details about how they worship.
An easy way to tell if someone is spouting religion or voicing their faith is to look at weather or not they have arguments with people of the same religion but of a differant denomination. For example: if a Catholic is arguing with a Baptist, then it's probably religion, but if a Catholic is debating a Muslim, it's faith. The core beliefs of Catholocism and Protestants are pretty much the same, while the core beliefs between Catholocism and Islam (what is right and wrong and the very nature of God) have some pretty important differances.

God possesses unlimited qualities in unlimited quantity, it is not possible for the limited to ever fully understand the limits of the unlimited, because there aren't any. God is supremely religious and non religious at the same time and in addition is beyond the contradiction of both statements, God has inconceivable qualities that extend far beyond the limited asinine questioning and challenges of any individual. God is far away and within every atomic particle at the same time, God can walk and not be walking at the same time, God can build a rock that he cannot lift and lift it at the same time, without contradiction. We cannot conceive of such things with our limited intelligence, because we cannot extend our intelligence to that which we consider inconceivable, God is beyond any limitation that we have, otherwise how could he be God, we impose boundaries on God to match our own limitations, God has no limitations.

No he is not. He was very angry with the Pharisees and Seduces who were religious, but had missed the spirit of the message.. He called them, "...hypocrites."

It varies. I doubt that Zeus worshiped a higher power, while Jesus was a Jew so he was religious.
