Its hard to say.
I myself am a Man and I had a similar unsettling experience at a church I visited. The pastor kept leering at me. I felt pretty sick about it.
I'm still a Christian and it hasn't happened at any other Churches I've been to, but that was gross. Oh and his handshake was touchy and gross also.
This is the very reason why we should try to show respect to women, Imagine they get that kind of vibe all the time.

it means there is something wrong in his eye... I used to have a proffessor like that in college...i even count how many times he winks...its no big deal...just listen to the Words he's preaching and dont look at him if u are bothered...

He's trying to get you to stop talking during the service, or he's trying to show you that he's talking about YOU in his sermons.
Find another church with a less weird minister...
