I suppose you have a master's degree in a field of studies and would like to go for more advance degree in the same field.

This means you have contacts. Explore the contacts first, let your intentions known.

Write/call to the institution you like to be admitted to. Search on Internet if you have to pay a fee to find info stay away from it. Remember most schools require nominal, application fee but exempt some students on request. Talk to your professors.

Also do look in to full, half or 1/4 time research or teaching assistance ship or job on the campus. Most job will allow tuition free studies say 6 credit hours.
