I've published several cookbooks and you have a variety of options. The best, of course, is find a publisher who would be interested in your style of cooking. A local press if you're doing regional cooking, is one example. Or, a collegic press if you're doing historical cooking, etc. Bear in mind that the proofing and editing will be a bear on this avenue, but it's certainly worthwhile.
Your second option is to consider self publishing or cooperative publishing. Cafepress.com has ways you can put your work on their site, and have it printed on demand. The nice part here is that you remain in control of your work, and don't pay a middle man. Additionally you can charge what you want for your book and not get simply a percentage of sales (usually no more than 10 percent net with main stream publishers). Cooperative publishing means you invest a certain amount and the publisher invests a certain amount --- however, again you still loose some measure of control.
Third would be to look into the places that create cookbooks for charities. Generally I've found these too expensive to do personally but I don't know what your financial base is. Bear in mind if you go it alone that also means promoting your book alone, and that is a LOT of work. Currently I'm travelling about 15 times a year and working full time to support my writing.

When I worked for a non-profit we had an anuual cookbook that was nice and in-expensve to print- we sold them in house. That is the easy part. Marketing it for sale is the hardest part. You submit it to a publisher just like you would any other type of book. There are a few in this area of expertise. Google it.
