As for the usage of the pronoun "he," I assume you mean male.
No it does not say that Allah (the God) is a "he." Allah is referred to, in our limitted language(s) by the pronouns of "he" and "we" and "I".
To have a sexual designation would indicate a need for procreation and that one was born, which would mean that the Diety is not Unique, or the First, or the Last.
If Allah creates from nothing, what need would it be to have a sexual organ, sperm, DNA, etc. That same entity would be subject to disease, pain, suffering, lust, etc. If an All knowing being can suffer, then that being is not All Knowing and therfore not Almighty. The same can be said of emotional upset, one cannot surprise a Diety that knows all.
Humans in their limitted thinking tend to anthromorphize the Diety. I believe the practice is part of the growing process or path that some Humans must experience.
Go to the "All You can Eat Buffet" and partake of that which will nourish you. Read the Qu'ran and other Holy books for yourself please. It is written for all Humans. Allah is BIG, bigger than we can imagine. Allah seems to prefer variety and diversity in the creation. We Humans are only infants, newcomers barely out of the wombs, who presume that we know it all.
Human come by their stupity honestly. We are descended from stupid people. The evidence of this is consistent within most the Holy text.
That is why we must ask the All Knowing for guidance.

Yes is does here is why....I hate when people do not know anything and still try to answer a question about Islam. Just zip it.
The word "He" is used when referring to Allah out of respect, dignity and high status. It would be totally inappropriate to use the word "it" and would not convey the proper understanding of Allah being who Allah is; Alive, Compassionate, Forgiving, Patient, Loving, etc. It is not correct to associate the word "He" with gender, as this would be comparing Allah to the creation, something totally against the teaching of Quran.

Thus we should all become Muslims. But, on the other hand, if Allah was a pre-Islamic pagan deity, then its core claim is refuted. Religious claims often fall before the results of hard sciences such as archeology. We can endlessly speculate about the past or go and dig it up and see what the evidence reveals. This is the only way to find out the truth concerning the origins of Allah. As we shall see, the hard evidence demonstrates that the god Allah was a pagan deity. In fact, he was the Moon-god who was married to the sun goddess and the stars were his daughters.

no one knows if Allah is gender based. Allah when translated from arabic to english simply means SUPREME BEING.
there r 99 beautiful names of Allah describing wat a perfect GOD should b like. but Allah has never imposed himself as He/She.
the word He has always been used, but no one xcept Allah himself and His prophet muhammed (pbuh) know the real Him.
"Allah is He, other than Whom there is no other god.
Who knows all things, both secret and open.
He, Most Gracious, Most Merciful.
Allah is He, other than Whom there is no other god.
The Sovereign, the Holy One, the Source of Peace, the Guardian of Faith,
the Preserver of Safety, the Exalted in Might, the Irresistible, the justly Proud.
Glory to Allah! High is He above the partners they attribute to Him.
He is Allah, the Creator, the Originator, the Fashioner.
To Him belong the Most Beautiful Names.
Whatever is in the heavens and on earth declare His Praises and Glory.

ALLAH is beyond the confines of gender, as HE is the only one, so there is NO other of HIS being. And, nowhere in the Quran (original Arabic) ALLAH is refered as "HIM", its only the translation in other languages that causes to involve the gender. Also, we CANNOT refer to GOD as "it" 'coz its insulting. So, "HE" is used for ALLAH , as it is the best we can do in our languages, and it is mostly for Royalty.
