My cat usually doesn't. But animals, even house cats, are more attuned to the environment. They can sense changes in the atmospheric pressure, wind direction, electricity in the air, slight drops in temperature, etc. When they sense these changes it is probably kind of scary to them, or maybe they feel the need to hide or prepare for the worst.

My cats do not freak out. Maybe you need to be more specific but it sounds like it is a condition that the cats you know experience. My cats have been through t-storms, wind storms, big time downpours etc and have never been more than wet.

They can hear the storm miles away, even before you can. Which is why dogs bark, and cats freak out. They know its comming and are scared.

I think it's hilarious how cats are so afraid of a storm in the distance, but are completely oblivious to a car that comes right at them when they dart into the street.

Its a defence thing. You will find most animals can sence a storm coming so they run and hide for shelter. They dont really know what it is but it scares them and they think they are in danger.

My cats don't... but maybe because they're scared and they sense the storm before it arrives and want you to know it's coming. I don't know, my cats act calm.

they just do. keep your cat close by your side, let it sleep in your bed with you when a storm comes. dogs do the same thing. its natural, and its just their instincts.

All of these answers are good, but another possible reason is because of the electricity in the air. It can bother them, too. Feels uncomfortable to them.

The can hear thunder long before you can and they don't like it...it trips them out because they don't understand what it is...most animals dislike thunder to varying degrees.
