It doesn't make it healthier but it will help close up the follicles and potentially make it look more shiny and sleek

Cold water helps in two situations: 1) If you color your hair, cold/cool water will prevent the color from fading as quickly 2) Use cold/cool water to rinse out conditoner and it will lock the moisture into the hair (preventing damage, keeping it soft). Do not use cold water to shampoo your hair, it will prevent the shampoo from lathering correctly.

Yes. In the sence that hot water damages it, cold water doesn't damage it.

Cold water doesn't over-stimulate the oil production. If oilines is a problem, using colder water should help.

If your hair is too dry, colder water is better too, because it's not over-stripping.

Cool or cold water will make your hair shine, not necessarily healthy.
