Why can't you eat oysters when the month doesn't have an "R" in it?

I've always heard this, but why do people think that, and who started it?

waters in the gulf are hot and it causes some kind of bacteria in the oyster.That rule only applies to fresh oysters.

The water is fresher for the oysters in the summer.
