YOU make it happen.
Karma comes from your own choices. It is like your subconsious. When you do something good your subconsious rewards you with good karma, and when you do something willingly knowing that it is bad, you are rewarded with bad karma.
You never know when it will show up at your door, but it definately comes from you and not some outside source.
