Why is Mexico excluded to win the green Card lottery?

I have read people complain about mexicans dont want to do the process but may be they dont know that mexico is excluded?

Of course they are. Mexico has too many here illegally, more than all of the other countries put together.

The lottery is not the ONLY process. However, we do strictly limit how many poor can come because poor people use more in services like education than they pay in taxes. It is a financially losing proposition that drains our services and degrades them for our own people.

They would probably have to wait a long time for their turn, because it is such a good deal for the poor immigrants who are allowed in that the line is very long. Having so many come illegally just pushes those waiting back further.

Mexico is excluded in order to make it fair for those from Asia, Africa and Eastern Europe as well as South America. An African can't run over here like a Mexican, nor can they raft their way here like a Cuban. It levels the playing field and makes it fair for those who aren't so close to U.S.A. borders.
