Do you know who this somebody is, or did you just see one burning? In my opinion there could be one, or two answers for this. Either the somebody has a very destructive personality, or their's a body in the dumpster. If you really are curious try looking inside, and if their is only burnt garbage, paper etc., then the somebody was a very destructive person.

They are a beginner pyromaniac, and getting up the nerve to burn something bigger.
