It depends on 2 things-
1. The amount of stuff in the backpack.
2. The particular make and model and type of aircraft you will be traveling on.
I have seen people put so much stuff in a backpack that they can stand sideways in a retail store aisle and block the traffic walking in and out. And if you make the pack wider than 12 inches, you might have a problem.
A widebody jet will have more space under the seat than a commuter plane. Different aircraft have different sized overhead compartments too. Either way, if your carryon bag is too big for the overhead or under the seat, chances are that there is a space on the plane for bags too large and when you want your stuff the flight attendant will be more than glad to get your bag during the flight. You can also call your airline to ask them about the size limits and then you can adjust your bag accordingly.

A standard size backpack will fit with no problem, just make sure not to get a bulhead or exit row seat as they do not have underseat storage. Also, if flying on a legacy carrier (AA, NW, CO..etc) make sure that you are not in a seat behind a row with power outlets, the power supply box is large and sits under the seat, so there will not be enough room for your bag and your feet.

You'll be just fine with it under your seat. It will fit. If it doesn't then just take a few items out and put it in the pocket of the seat in front of you. That will make it fit better.

depends on the airline-some spaces bigger than others, but as long as u dont make it REAL full,it should fit.if u cant get it under ur seat, put it under one in front of u.theres usually enough room unless that person has a backpack, too !!have fun.
