try throttling back your upload speed, i had the same problem, 10mbit downstream 512kb up, but only achieving 200k p/sec down max. Throttled upload down from 42kb/sec to 20kb/sec and i can now regularly get 1.1 mb/sec downstream

Keep in mind that your download speed depends on other users upload speed.
you can also try to forward your port for utorrent (if you haven't already)

Depends on your ISP whether they are throttling you what port you using and whether the file you are getting is readily available
