I can't remember how long it's been broken for so I don't know what changes could have broken it or anything. Everytime I open it it displays no icons for deleted files yet it says that there are 28 of them. I click on Empty and it asks if I'm sure I want to delete the 28 files, yet it still says I have 28 files there and remains empty. The number also remains the same, even if I send any files to the recycle bin. Anyone know how I can resolve this?

You can either try scandisk and fix the errors on your Windows and then reboot or...

Boot to raw dos and delete the files this way. You can either delete the individual files or the entire recycle bin. It will be recreated (empty) on the next normal boot.
To make things easy, go to Start, Run, msconfig. Click on the Advanced button. Place a checkmark in the box for "Enable Startup Menu". When you restart/reboot, you will have the menu, choose Command prompt only.

When you get the C:\> prompt, type in;

del c:\recycled\*.* (OR)
del c:\recycled\filename.ext (OR)
del c:\recycled (deletes the entire directory).

If del doesnt work, replace it with deltree. I truly believe del c:\recycled will work the best.

To stop the startup menu, use msconfig to reverse the steps above.

When you reboot, it will create a new recycling bin for you and it will be error-free.

Ok do this...

reboot and then press the F8 key on top of your keyboard BEFORE the windows logo screen comes up. You will be asked to startup in safe mode...choose the option to let you startup in MS command mode so that when you reboot, it will startup in that black MS dos screen. Then try the del c:\recycled command and it should delete it.

Then reboot and your bin should be back on your desktop.

have you restarted your computer? it may just be a ghost of files already deleted. restart and it should be gone. also, do not move your recylce bin to anywhere but the desktop! you can also right-click inside the recycle bin and choose REFRESH. check the PROPERITES too, to make sure the settings are at your approval.

Easy fix. Delete your recycle bin then run the driver for it. i had the same problem and this is a quick fix!
