How can you find out if a particular police department is under investigation by the federal government?

I don't know about any others, but it's public knowledge that that Los Angeles Police Department is currently being investigated.

Ask, (the FBI) even then you may not get an answer as most often that is classified information until the investigation is done by the feds.
