By being in public and drinking, you leave yourself open to having to prove your age. He can't arrest you because he believes you are underage, but once you can not prove that you are 21, he can.
If you can not prove to a police officer who you are, he can hold you in custody until you find proof. Otherwise, no criminal would ever carry identification and just go free.

Yes, an undercover officer can arrest you in a public place if you are underage and consuming alcoholic beverages. If he/she believes you are under age, all he/she has to do is produce a badge, identify himself/herself, and ask you for your ID. And no, saying you forgot it isn't going to work because they'll run you through their handy-dandy computer. All they usually have to do to trip someone up is say "OK, since you don't have an ID, I need your name and date of birth," and most people automatically give their true date of birth. Not that it matters; they'll run you in the system and find out the truth anyway, but...

he can detain you if he has probable cause. He will then ask you to provide ID. Once it is established that you are under age, the citation is issued.
He will ask several times when you were born. If you have been drinking, you'll screw up. Then you can ad another charge: providing false information...............
