Supposeably (sp) a small one does exsist. It is only designed to cool a small room. I questioned its exsistance as well.

If you live in a low humidity area a "swamp" cooler is great. I grew up with one and it would get too cold in the middle of August (115F heat with 10-15% humidity) in Oklahoma. We always installed them on the north side of the house in the shade. In New Mexico and Arizona they mount them on the roof on many new homes. They are basically a large fan with a small water pump to get water over the straw matting. If your humidity is high then these are useless.

For high humidity areas think about Ground source heat pumps with lp or natural gas for backup heat source. These have the highest SEER ratings of 21-24.

I have one that uses ice as it's cooling agent, but it has a pump, so it uses slightly more energy than the fan by itself.

It was custom made for a cabin on a boat, where only 12 volts was available. You fill the cooler with ice, and a little water. The cold water is pumped to a small radiator fitted with a small fan to circulate the air. It works well and actually condenses water out of the air.

Impossible. The compressor that cools the air needs to be a lot more powerful than just running a fan.

First determine the smallest size AC that will cool your given area. Then surf the web & find the best enery ratings.

The cheapest one is going to be like a 5,000 btu
it only ran my bill up like 20 bucks a month

Arent we all? Now that would be a great invention! My electric bill would be $40 a month instead of $140.

Try a swamp cooler or just drink alot of ice cold beer!!!
