That depends on the neighborhood. Some neighborhood has CCR and Mello Roos that decide what the houses can be painted, if you can park on the street or not, etc. I would ask the neighbor and see if they know of any rules, or even contact the county office and see if there are any rules. If there are, you can get fined by the day for your house being the worng color.

That depends on your neighborhood.
If you have a neighborhood or homeowners association and you agreed to follow their rules when you purchased your home you must follow whatever rules they have governing such matters.
If, like me, you live in a neighborhood without a homeowners association you can paint it any color you want. Just don't expect any warm fuzzes from the neighbors if you choose purple with pink polka-dots.

Only if there is a coventant on your building. There was one on the Royal Crescent in Bath, but that was successfully contended 30 years ago

Well in Bristol there is a house that is Royal blue with banana yellow window frames - very tastefull!
I suppose that it would be best to check at your local council, just to make sure.
